Purpose of the instrument
The Plant Health (EU Exit) (Scotland) (Amendment) Regulations 2021 (“the 2021 Regulations”) amend the Plant Health (Import Inspection Fees) (Scotland) Regulations 2014, by correcting deficiencies and amending the existing fee structure in connection with fees to be levied on goods arriving in Scotland from the European Union.

Local Government finance: the Funding Formula and local taxation income - Funding for local authorities in Scotland
A very complex system of 'equalization' exists, giving larger grants to those local authorities with a more limited tax base - where properties are less valuable - to try and ensure that, if all local authorities spent at the level judged appropriate by local government, they would all levy the same tax rate on properties of a given value.
