If we legislated in that way, we would need to think through how we could ensure that people understood that they should look for that information when they see an advert. Tackling consumer behaviour is a big issue across a whole range of issues, not just this one.
There is certainly a problem with what is known as early returning behaviour. Sea trout that are exposed to sea lice will return to the river because they appreciate that the lice will drop off.
There will be on-going work between HMRC and the Scottish Government to identify those who might be engaging in that kind of behaviour as we move forward with the implementation of new tax powers—specifically on income tax—in Scotland.
That is what drives behaviour changes. A huge number of benefits can come from changes that we can make in the transport sector—changes to do with air quality, health and the liveability and desirability of our cities.
