Constitutional Arrangements within the UK need to be reset
In its report, the Committee also noted that the Scottish Parliament agreed the following motion without division on 29 June 2022 –
“That the Parliament agrees that it is fundamentally unacceptable for the UK Government to unilaterally disapply key parts of the EU-UK Withdrawal Agreement, the signing of which the Prime Minister hailed as a “fantastic moment”; further agrees that by proposing this course of action the UK Government is risking a disastrous trade dispute with the European Union, with damaging consequences for Scotland in the midst of a cost of living crisis and at a time when the UK is in danger of falling into recession...

UK subordinate legislation - The Ivory Prohibitions Exemptions Process and Procedure Regulations 2021
Unfortunately due to a combination of the date on which we received a near-final draft of the SI (15 September 2021), combined with the scheduled recess dates which run from 9 October to 24 October this would breach the 28 day period set out in the protocol.

I trust that Parliament will support the proposals, which will allow completion of the SSI process before recess. That will ensure that the Scottish Prison Service, justice social work and partners have increased time to prepare for the proposed changes that will come into force on 20 October.

I met campaigners from Ardrossan in my office in Largs just before the recess. They made it clear that, although any move to end the impasse over Ardrossan harbour is welcome, businesses on Ardrossan high street are going bust now.
