To be frank, when we consider the big challenges that face Scotland and the failure, over the lifetime of Jack McConnell's Administration, of his ministers to meet the challenges and to deliver real improvements, it beggars belief that the only new face—if it does not stretch the imagination too much to refer to him as such—is Tom McCabe.
