The Bill has been introduced as a consequence of the measures enacted in the Scotland Act 2016 which allowed the Scottish Parliament to legislate for a tax to replace the UK Aggregates Levy (UKAL) in Scotland. The Bill makes provision for a Scottish Aggregates Tax (SAT) - a tax on the commercial exploitation of primary aggregates.
Note though that these are the maximum fines that can be levied. The courts will take into account the specific circumstances of a case before setting the fine.
