That takes me back to my point about the need to strike a balance between ensuring that we have a fair and reasonable system in which people receive what they are entitled to and being mindful of the duty to protect the public purse from fraudulent behaviour. We should be clear and sensible, and expect that, in a new system just as much as in any other public service system, there will be individuals who will seek—perhaps in a concerted manner—to test the system and its capacity to identify and prosecute fraudulent behaviour.
