We need to ensure that resources are concentrated in core services, however those are defined. We were all encouraged by the rapid response of colleagues in other portfolios, who noticed that we had perhaps gone beyond the pale with the savings that we had made and were prepared to help us on a corporate basis.

Having discussed the matter with many people, I think that the society has a point, but it could be argued that licensed premises should be covered in the bill because that would allow more rapid action to be taken to deal with misbehaviour in licensed establishments than is possible under the existing licensing system.
