Recently, I attended a fisheries meeting in Gareloch to discuss problems relating to salmon farming and wild fish interests. Aquaculture—fin fish and shellfish farming—is a huge and growing part of the west coast economy, which needs encouragement.

We should remember that there are scallop farmers as well as scallop fishermen. The salmon farming industry has had at least some help—not very much—over infectious salmon anaemia, and the scallop industry should not be forgotten at this crucial time.

I do not know what is wrong with the Executive: it professes openness yet refuses to have a public inquiry into foot-and-mouth or salmon farming, just as it refuses to have a public inquiry into the Chhokar case, when that is what all sensible voices in society are calling for.

The Executive must do it here. Our salmon farming industry, for example, faces nine regulatory bodies, whereas the industry in Norway has a one-stop shop.The present set-up discourages business, and the fact that there are more businesses in Birmingham than there are in Scotland is not surprising.

I am not saying that international sculptors such as Gerald Laing would not have decided to base themselves in Easter Ross or that Jethro Tull's Ian Anderson would not have set up his salmon farms on Skye. I am not saying that hundreds of businesses—many of them, these days, not oil related—would not have relocated to the Highlands.
