The board is a mix of appointed and elected members, and that important factor probably informed some of the behaviour with regard to the blurring of accountabilities.
A huge problem that has been intensified by the pandemic is the lack of proper socialisation and training of dogs in general and the lack of an understanding of dogs’ behaviour and body language. That brings us back to the Dangerous Dogs Act 1991 and the pandemic.
I acknowledge and respect that Ms McNeill has long voiced her strong and clear views on the matter, including with regard to the importance of using biological sex for data accuracy, understanding patterns of offending behaviour and shaping public policy. I also concur that the transparency and accuracy of data is important.
Looking at the issue more widely, I would highlight the inspectors from the agricultural departments, who engage with people on farms and could see where there is a change in people’s behaviour and signpost them towards help in the system.
I think that we need to address the underlying issues within business and organisations that drive this kind of behaviour. I am glad that Gillian Martin is here on that basis.
