There would be merit in looking at having a de minimis level. You are talking about a threshold, but there is also a case for looking at having a de minimis level at the other end.

I agree as long as the approach is proportionate, pragmatic and reasonable. “De minimis” can mean many different things, so I agree as long as it is not there to stop reasonable, normal transactions.
