The context for the debate is that Scotland is now facing an unprecedented recession, with its economy declining by 20 per cent and unemployment increasing rapidly.
It is hardly surprising that there has been an increase in poverty and hardship. We have had the biggest recession in 100 years, and it was inevitably going to cause enormous ramifications.

Scotland’s economy has grown continually for two years, GDP is above pre-recession levels and the economic outlook is the strongest it has been in the post-crisis period.
However, I note the point about the dates and the parliamentary recess. Given that we will have a copy of the report in advance to check for factual accuracy, I undertake to try to issue our response to the chief inspector’s recommendations as close to that date as possible.
I was certainly one of those people—I knew nothing about the Pow of Inchaffray until I joined the committee. The pow dates back many centuries and the commission has been subject to legislation since an act of the Parliament of Scotland in 1696.
It might be worth talking about the experience to date. Because we are in an unprecedented situation, we have already been donated some cash back from the Scottish Government.
