How many years are we talking about since the cases were first recorded? The cases date back to the 1950s. Some were recorded in the late 1940s, but the most obvious cases of negligence are mainly from the 1950s and 1960s, when people knew of the dangers of asbestos.
Now, we take the full cost of that person's pension, between their early retirement date and the normal retirement date, and charge that to the year when they go.

This provides that all housing associations who had claimed and been granted the special tax exemption for charities prior to 14 November 1985 or from the date of first being registered if this is later than this date, are exempt from the right to buy.
