The new register may come into effect after the closing date for postal ballots. If a local authority were running an all-postal-ballot election but the register changed between the postal ballots being sent out and the announcement of the election result, that could create an interesting situation.

In criminal law, there have been a number of recent cases in which charges of the most horrendous crimes have been dismissed by the courts for technical reasons, such as the wrong date or name on a warrant. However, in this instance, the minister is saying that technical or procedural matters do not affect justice and are, basically, ignored.
