If the research and the consultation are of a very high standard, are persuasive and do not just use four clusters of 25 ballot papers—as was the case for the previous elections—the conclusions could be so overwhelming that they supersede any party-political advantage or any question of ministers trying to exercise an advantage. I want to home in on the date of 30 September 2008. Will you publish a plan and then consult after September 2008?
