We in the OSPC are working in conjunction with the clerks in the Parliament’s legislation team to develop new software for drafting bills, including for drafting amendments. The software that we use dates from 1999 and is a bit creaky. We need something that is more fit for the digital age.
That human rights abuse is hidden to such an extent that, to date, there has not been a single police report of or prosecution or conviction for that abuse in Scotland.
We will see Ofcom consult on channel 3 relicensing, which will obviously take place after 2015 and the other date to which I referred. However, we need to see three particular things in that consultation.
The review on particular issues to do with kinship care is not part of the bill but will inform the bill, so we will get information and clarity on the dates for you later on. Broadly speaking, we want the information at about the same time.
I have visions of Scottish Water saying to owners that they must replace out-of-date septic tanks. Scottish Water does not even bother because it is too difficult for them to empty some of these tanks.
