Given the multi-topic nature of the legislation, I think it would be more useful to provide an update on some of the key topics with further planned Secondary Legislation individually:
Workplace parking licensing (WPL) – as mentioned above it is intended that provisions on this issue will be commenced in January 2022 with the necessary underpinning regulations also being laid in January 2022.

That follows the decisions of the inner house of the Court of Session, which were effective from 19 April 2022. The court decided that the section 2 definition was outwith the legislative competence of the Scottish Parliament and was not law and, accordingly, had no legal effect.
