Year Six of the Flexible Workforce Development Fund is ready to commence in line with the new 2022-23 academic year.

An evaluation of FWDF is near completion and we expect to publish the report in the coming weeks. In advance of this, minor changes are being made to standardise the offer to organisations this year, with further changes to be considered on completion of the evaluation process. We will consult stakeholders and align any further changes with the strategic lifetime skills commitments outlined in the National Strategy for Economic Transformation.

In Year Four changes were made to FWDF which made support available to non-UK Apprenticeship Levy paying small and medium enterprises via colleges or the Open University in Scotland (OUiS). At the same time, Levy paying organisations only were able for the first time to access non-college based skills support from other training providers via a Skills Development Scotland grant scheme, but they did not have access to the OUiS option.

In Year Six, all companies will, for the first time, be able to access upskilling support via Scotland’s colleges, OUiS, and the Skills Development Scotland grant offer on a first come, first served basis.

Levy payers will continue to be able to access support up to a value of £15,000 and non-Levy paying SMEs up to £5,000.

The UK Department of Health and Social Care has recently established an expert panel to provide advice to the UK Chief Medical Officers (CMOs) on which patient cohorts should be eligible for access to COVID-19 treatments, including whether changes should be made to which patient cohorts are currently eligible for direct access to antivirals to reduce the risk of hospitalisation. The original eligibility criteria were developed - using an evidence-based approach - by an independent expert working group commissioned by the UK Department of Health and Social Care. The current criteria are set out in a UK-wide clinical commissioning policy . The policy targets those higher risk individuals who have the potential to both be least likely to generate a material immune response to vaccines and be at highest risk of disease progression, hospitalisation and death.

COVID-19 oral antiviral treatments are also being evaluated through a study called PANORAMIC, run by the University of Oxford. The study is testing whether these antiviral treatments may benefit a wider group of patients than the current eligibility criteria. The results from the first part of the study are due to be published later this year.

All territorial health boards were invited to submit a gap analysis providing an assessment of care and support available to people with long COVID and areas identified for future development.

Returns were discussed during a meeting of the Strategic Network’s Service Planning Group on 14 April 2022, to enable Health Board representatives to reflect on priorities identified by other Health Boards, identify any services that could be delivered collaboratively, and make best use of the £3million funding across Scotland. The meeting also enabled NHS Board representatives to hear priority issues put forward by organisations representing people living with long COVID.

Boards were requested to use the insight from this process to develop and submit an application for funding, outlining initiatives they planned to undertake over 2022-23 supported by their Resource Allocation formula (NRAC) share of the available long COVID Support funding.

Thirteen applications were received by Health Boards by the Strategic Network by 28 April 2022 and were discussed during a meeting of the Network’s Strategic Oversight Board on 3 May 2022.

No applications had to be resubmitted due to rejection by the Strategic Network’s Oversight Board before funding allocations were confirmed, on 19 May 2022.

NHS Boards are required to provide regular updates to the Scottish Government on the status and progress of National Treatment Centre projects. NHS Lothian is currently refreshing the Outline Business Case for the Edinburgh Eye Pavilion replacement project and will subsequently submit a Full Business Case to Scottish Government. Recent progress includes work to develop a Briefing Pack and Exemplar Design which will incorporate requirements to meet the NHS Assure process; Net Zero Carbon legislation; site location; learnings from the Covid-19 pandemic and impact on Clinical Pathways and outputs of the ‘NHS Lothian: Strategic Review of Ophthalmology Services’ completed in 2021. NHS Lothian has also appointed a Health Planner to further develop the Clinical Brief and associated Schedule of Accommodation, based on the outline clinical strategy produced in 2021.

The following table shows all superfast broadband connections delivered to properties in the North Lot via the R100 Programme each month from 1 January to 31 July 2022. As requested these are broken down by local authority area.

We are actively working with local authorities and partners, including Education Scotland, to support local authorities to identify and meet the additional support needs of pupils arriving from Ukraine.

Education Scotland are currently engaging with each local authority to understand their current plans to support these children and young people. We will work with authorities to ensure that teachers can continue to access appropriate professional learning and development to support the needs of pupils, including wellbeing support.

Education Scotland already have a range of resources to support refugee and migrant children, including Supporting child refugees and their families and specific resources on welcoming families from Ukraine. There is also Beginner’s English for Ukrainian Families , as part of the national e-learning offer.

I intend to signpost these and other resources further in a letter to all Directors of Education later this month.

Scottish Government has continued to support the Clyde 2020 with funding to the Clyde Marine Planning Partnership (CMPP) to develop and deliver a regional marine plan which will support achieving good environmental status for the Clyde. In addition, Marine Scotland Directorate provides support to the Clyde 2020 initiative via participation in meetings and the sharing of relevant information, including, for example survey data. Marine Scotland Directorate has supported work relevant to Clyde 2020 Action Plan including the Clyde demersal fish survey (conducted annually 2016-2021) and a number of PhD studentships, also providing supervisory time and relevant fishery and survey data for the latter.

There are a range of publicly available grant programmes that the Clyde 2020 can apply for, depending on the type of research or piece of work for which they are seeking support and the relevant eligibility criteria for each fund. Examples of these programmes in the marine space are the Marine Fund Scotland, the Scottish Marine Environmental Enhancement Fund (SMEEF), the UK Seafood Fund and the Nature Restoration Fund.

Data on outcomes is currently published at national level. From our latest publication ( May 2022 ), 5,224 (31%) of the 16,859 people that started receiving support under No One Left Behind between April 2019 and December 2021 entered employment. Of those entering employment, 2,722 (52%) were supported by a subsidy to do so (this includes ERIs) and 832 (16%) started a Modern Apprenticeship.

Data on people receiving employability support delivered under the No One Left Behind strategic approach are currently published as experimental statistics which means they are still going through a process of development. Scottish Government analysts are working closely with Local Government partners to further develop these data, ensuring alignment with the Shared Measurement Framework, and will continue to review the content of what data and breakdowns are released in the future as part of the process to move towards official statistics status.

The Complex Pelvic Mesh Removal Service in NHS Greater Glasgow and Clyde receives referrals from Health Boards across Scotland and a number of patients are seen on a weekly basis.

Public Health Scotland confirm that between July 2020 (when the Service was established) and December of that year, seven removal procedures were undertaken, whilst 24 procedures were carried out in 2021. In order to protect patient confidentiality a precise figure cannot yet be provided for 2022, as fewer than five procedures have been performed so far this year. For similar reasons, precise numbers of full and partial removals cannot be quoted here, though the majority of surgeries undertaken have been full removals.

The Covid 19 pandemic has undoubtedly had a significant impact on both waiting times and the numbers of procedures carried out, as indeed is the case in many speciality areas across the NHS as a whole. However, the Scottish Government expects the Health Board to improve this situation, and will work with it in the coming months to that end.

All occurrences of mesh complications are treated individually depending on the circumstances of the patient in question, and decisions on the most appropriate treatment are a private matter between the patient and her clinicians. Many patients will undergo full removal of their mesh implant whilst, in other cases, partial removal may be more appropriate and therefore be the preferred option. There may also be circumstances where other, more conservative treatments are considered. What is fundamental in all cases, however, is that patients are aware of and understand the benefits of the treatments open to them, the risks, the alternative treatments, and the potential consequences of doing nothing. Therefore, in each individual case, and in consistence with GMC guidance on consent, it is expected all appropriate and available treatments are discussed with the patient in question, allowing them to make a fully informed decision on their care.
