Scottish Government support for PAS enables community groups across the country access to planning advice on a wide range of matters which may be of concern to them, including wind farm developments.

The experience of Reporters who hold inquiries in relation to planning cases is that they regularly find the evidence given by community groups and other unrepresented groups to be well presented and relevant to the case and is almost always relevant to the Reporter’s considerations. The insight provided by such groups or individuals is often of great assistance to Reporters in gauging the likely acceptability or otherwise of local impacts.

Since 2020-21, the Scottish Government has provided funding for all Saltire Scholarship programme students; this consisted of 100% non-EU students in 2020-21 and for 2021-22 the breakdown was 88% EU students and 12% non-EU students.

Since 2020-21, the Scottish Government has allocated funding levels of £2,650,000 for all Saltire Scholarship programme students; this consisted of £200,000 in 2020-21 and £2,450,000 in 2021-22.

It is essential that care home staff and residents are comfortable in their environment and this includes mitigating against the effects of heat. Care providers including care homes are therefore expected to take steps to ensure that the environment is suitable for both staff and residents. This is outlined in the Health and Social Care Standards which set out what people should expect when using a Health or Social Care service in Scotland. Standard 5.21 requires care homes to “provide plenty of natural light and fresh air and that lighting, ventilation and heating can be properly adjusted”. The Care Inspectorate regularly assess a care home against their application of the Standards.

In view of the recent high temperatures, the Care Inspectorate issued advice to all care providers of adult services about steps that should be taken to maintain safe temperatures and mitigate the effects of heat. This included ensuring people are kept cool, well hydrated and drinking plenty of fluids and using cold compresses to keep people cool. The information provided also included a link to the recent UK Governments’ Department for Health and Social Care and Health Security updated heatwave advice for Health and Social Care staff. It includes advice both on caring for people most at risk during a heatwave, and on organising others who provide care. Public Health Scotland’s COVID-19 - information and guidance for social, community and residential care settings, provides detailed advice on the importance of good ventilation in indoor spaces to reduce the risk of COVID-19 spreading. The guidance also sets out steps to safely maintain adequate room temperatures for the comfort of staff and residents. This includes maximising fresh air during hot weather, wherever possible through natural ventilation - opening windows, vents and doors (excluding fire doors). Where buildings have mechanical ventilation systems, these can maximise the amount of fresh air being introduced and minimise the recirculation of air in rooms and throughout buildings. The Health and Safety Executive ventilation in the workplace guidance also provides practical steps on improving ventilation. This advice is available here: www.hse.gov.uk/ventilation/overview.htm . The Care Inspectorate has produced guidance for service providers around design, planning and construction considerations for new or converted care homes for adults. This guidance includes information on ventilation of adult care homes and is available here: Care Homes for Adults – The Design Guide.pdf (careinspectorate.com) .

We have engaged extensively with people with neurological conditions, and organisations which represent them, throughout the development of Adult Disability Payment. Also, during the process of passing the Social Security (Scotland) Act 2018, it was decided that private sector health assessments would not take place in the devolved social security system. Social Security Scotland makes entitlement decisions based on the individual’s account of the impact of their disability or condition and other supporting information. This includes information from people’s wider support network, in order to understand the full range of needs someone with a neurological condition has over a period of time.

Social Security Scotland do not carry out any functional examinations because they do not provide reliable information, particularly in relation to neurological conditions as needs can fluctuate over time. Instead, consultations are a conversation between the practitioner and the client, starting from a position of trust.

The Scottish Government has been working with the other members of our Bus Decarbonisation Taskforce over the past year to co-design a pathway to zero emission buses. The Pathway will be published tomorrow, 10 August, alongside case studies of good practice in decarbonising bus fleets. The pathway sets out a shared approach between Transport Scotland and the key sectors represented on the taskforce (bus operating, manufacturing, energy, finance and public sector), that, by working together, we will achieve a future where all buses in Scotland are zero-emission buses; people enjoy travelling on buses knowing that doing so is one of the most sustainable travel and climate friendly choices they can make; there is an even stronger and diverse domestic manufacturing sector and supply-chain comprised of high-quality skilled jobs; and that after an important period of support, the Government has ceased subsidising zero-emission buses.

Since December 2020, over the lifetime of the Taskforce, Scottish Government has invested £113 million capital (and committed £21 million resource subsidy over a 5 year period), and leveraged in a similar sum from the private sector, to acquire 548 new battery electric buses and associated charging infrastructure for operation in Scotland. Those companies that have taken the lead can rightly be proud of their ambition and achievements. Our clear signal of high aspiration, given in the 2021 Programme for Government, has been successful in driving progress, as the proportion of zero emission buses in Scotland is approximately 3 times higher than those in England. As with every other part of the economy and society, delivery of further progress has been slowed by the pandemic, and Brexit is also causing supply chain issues and delays in investment decisions. The Taskforce also identified the need to adapt the approach to ensure that smaller operators can benefit and participate in the decarbonisation programme.

To enable delivery of the Pathway, the Scottish Government is also announcing today a second phase of the Scottish Zero Emission Bus Challenge Fund in 2023. Ahead of that, to support SME and rural bus operators be in the best possible position to benefit from that funding, a new £500,000 Zero Emission Bus Market Transition Scheme will open on 10 August.

The Zero Emission Bus Market Transition Scheme will fund:

a) Small bus operators, to assess which zero-emission technology is best for them and how it can be implemented;

b) development of collaborations across the operating, manufacturing, energy and finance sectors to bring scaled up, innovative bids to ScotZEB Phase 2 that will alter the market and bring in more private financing;

c) demonstration of the potential role that repowering of older diesel buses can play in the transition, recognising that repowering may be a more cost-effective option for SME operators, and may create additional green jobs in Scotland.

In a further positive development, eligibility for the Transition Scheme and ScotZEB Phase 2 will be expanded to support providers of home-to-school, community-to-healthcare, community bus services, and SME coach operators, in addition to public service bus operators. This will help ensure that those least able to pay for the transition to net-zero are supported, and benefit from the transition and that we progress faster and further to decarbonising bus and coach travel in Scotland and ensure that buses play a key role in providing sustainable, net zero travel in the future.

There are 91 locations providing A&E services across Scotland. Of these, 30 are classed as Emergency Departments - larger A&E services that typically provide a 24 hour consultant led service.

The requested data on the number of mental health workers in A&E departments is not centrally collected. Data such as the number of staff in post or vacancies is collected for specific mental health professional groups in the NHS, but cannot be broken down by settings such as A&E.

Under Action 15 of the Mental Health Strategy 2017-27, an additional 179.2 whole time equivalent mental health posts have been created in A&E departments.

There are 15 prisons located throughout Scotland, 2 of which are managed privately.

Responsibility for providing prison healthcare was transferred from Scottish Prison Service (SPS) to NHS in 2011, and as such the Scottish Government does not hold data on the mental health workforce.

Data such as the number of staff in post or vacancies is collected on specific job roles but not within specific settings such as prisons.

While the Scottish Government provides funding for recruitment under Action 15, workforce and service planning is conducted by Integration Authorities according to the needs of their populations.

Under Action 15 of the Mental Health Strategy 2017-27, 54.4 whole time equivalent (WTE) mental health posts have been recruited to in our prisons.

There are additional treatment options for selected groups of people with COVID-19 who are thought to be at high risk with a prioritised clinical condition, as well as those taking part in registered clinical trials related to COVID-19. The high risk group does include those with rare neurological conditions such as:

• multiple sclerosis
• motor neurone disease
• myasthenia gravis
• Huntington’s disease

The decision on whether to prescribe a medicine for a patient is entirely for their clinician. Information on the arrangements for direct access to COVID-19 treatments in Scotland can be found at: Coronavirus (COVID-19): Treatments | NHS inform .

High risk individuals who have been diagnosed with chronic neurological disease are now included in the clinical risk group of the autumn/winter booster programme as advised by the Joint Committee on Vaccination and Immunisation (JCVI).

The following groups will be offered an additional booster dose from Sept 2022:

• residents in a care home for older adults and staff working in care homes for older adults
• frontline health and social care workers
• all adults aged 50 years and over
• those aged 5 to 49 years in a clinical risk group, including pregnant women
• those aged 5 to 49 years who are household contacts of people with immunosuppression
• carers aged 16-49 years

Letters will be sent out to the first eligible groups next month with appointments beginning in Sept. Discussions on the details of the delivery timetable are underway with health board partners. More information will be made available in due course.

Potential extension of the Waverley line, to Carlisle via Langholm, and other route variations, was appraised as part of the second Strategic Transport Projects Review (STPR2). Whilst the outcome was that the extension of the line was not included within the 45 draft recommendations, there does remain a path for regional or local rail projects to come forward, and Transport Scotland will consider these subject to a strong business case being developed in accordance with Scottish Transport Appraisal Guidance (STAG) and suitable funding being available. The Scottish Government have committed up to £5 million through the Borderlands Inclusive Growth Deal to enable regional partners to assess the benefits and challenges of extending the Borders Railway, and continue to work with partners to implement that commitment.
