To ask the Scottish Executive how many people with a learning disability and entitled to national entitlement cards for free bus travel under transitional arrangements have been refused renewal as these schemes come to an end, broken down by local authority.
Answer
Transport Scotland does not hold this information as the issue and renewalof national entitlement cards is the responsibility of local authorities. As such,any available information relating to card issue statistics is held by them.

To ask the Scottish Executive how many claims for national entitlement cards for free bus travel have been rejected following submission of form NCT002, broken down by local authority.
Answer
Anyone who submitsan application for Scotland-Wide Free Bus Travel for Older and Disabled People accompaniedby a fully completed NCT002 authorised by an appropriate person will have theirapplication processed and will be issued with a national entitlement card.
Applications wouldonly be rejected if the applicant does not meet all the criteria or their applicationhas not been approved by an appropriately qualified person.
Transport Scotland does not hold this information as the renewal ofnational entitlement cards is the responsibility of local authorities. As such,any available information relating to card issue statistics is held by them.

To ask the Scottish Executive how it will ensure that consistent standards are maintained by local authorities for processing form NCT002.
Answer
The NCT002 detailsthe criteria which requires to be met by anyone applying under the mentalhealth category and requires an authorised signatory from a recognised establishmentto confirm that an applicant meets the criteria.
All local authoritieshave been issued with guidance notes to ensure that only those people who meet thecriteria in full have their applications processed and to ensure that the certificateshave been completed and authorised in accordance with the guidance issued by TransportScotland.

Answer
I announced our commitmentto increase funding for international development to £9 million within the lifetimeof this Parliament, within the context of the current spending review. I cannotconfirm a funding profile until the current spending review is complete.

The Scottish Government’sneeds based methodology for distributing the core support for local government takesinto account a number of indicators of need. Each local authority is responsiblefor allocating this support taking into account not only its assessment of localneed but also its own local priorities.

To ask the Scottish Executive whether it will consult the Department for International Development on the additional countries to benefit from assistance from the overseas aid budget to ensure that efforts are complementary and properly targeted.

Answer
Ministers have a rangeof options for taking action where they consider that a local authority is failingto meet its statutory responsibilities. The appropriate action in any specific casewould depend on the facts and circumstances.
