Our understanding is that the EDGE programme was evaluated in June 2006 by Sarah Y Cooper, Hunter Centre for Entrepreneurship, University of Strathclyde and William A Lucas of Cambridge MIT “ Institute and Sloan School, Massachusetts institute of Technology, USA, and again in November 2006 by GEN Consulting, O''Herlihy and Co and the last evaluation was in 2007. Full details should be available from Scottish Enterprise.

Notes:
1. Following discussions with NHS boards on the overall delivery of the health programme, the formula allocations for 2010-11 were adjusted from the indicatives previously notified on 9 February 2009 to reflect the repayment of accelerated capital of £50 million and the removal of inflation provision of £5 million reflecting the reduction in construction costs over the past year.
2. Special boards allocations reflect a continuing minor works allocation, provision for projects approved by Health Directorates Capital Investment Group and a provision for projects identified outwith delegated limits contained within local delivery plans.
3. In addition to the formula allocation, targeted resources are held centrally and allocated as required to the NHS boards in-year. Current programmes of this type include Primary Care, e-Health, Medical Equipment and Cancer Strategy. The sums held centrally for these programmes are set out in the table.

To ask the Scottish Executive whether NHS Greater Glasgow and Clyde is reviewing its capital programme for 2010-11 and beyond and whether this includes the rebuilding of the Southern General Hospital.
Answer
All NHS boards keep their activity under review in order to ensure the delivery of best value for taxpayers'' investment.
NHS Greater Glasgow and Clyde is currently reviewing its capital programme and expects to conclude this review by 15 May 2010 when a capital plan for 2010-11 and beyond will be presented to the NHS board''s performance review group for approval.
However, this does not affect the delivery of the new South Glasgow Hospital.
NHS Scotland and NHS Greater Glasgow and Clyde remain totally committed to the delivery and construction of the New South Glasgow Hospital project, which will be operational in 2015.

To ask the Scottish Executive, further to the answer to question S3W-31318 by Nicola Sturgeon on 22 February 2010, whether the (a) timescale and (b) capital cost for the new Alexandria Medical Centre has now changed.
Answer
At this stage there has been no change to the timescales and capital cost for the Alexandria Medical Centre, as indicated in the response to S3W-31318. It will be possible to confirm the plan for the re-provision of the Alexandria Medical Centre when NHS Greater Glasgow and Clyde capital review, as outlined in the answer to question S3W-32945 on 21 April 2010, has been completed.

Answer
NHS Greater Glasgow and Clyde has not yet completed formal approval processes for a capital plan for 2010-11 and beyond. The plan is due to be discussed at the NHS Board''s Performance Review Group on 15 May 2010 and will be available thereafter.

Answer
This information is not held centrally.
Good quality psychological care depends on boards having in place the right number of qualified staff to meet their local needs.
Differences occur in staffing levels in psychology services across NHS boards are due to the differences in how services are tailored to meet local need across Scotland.

To ask the Scottish Executive how many licensees have been (a) charged and (b) convicted of breaches of licensing laws in each year since 2007.
Answer
There were 132 and 211 persons proceeded against for offences by licensed persons in the financial years 2007-08 and 2008-09 respectively, of these 72 and 122 persons were convicted of these offences where this was the main offence. These may include a small number of persons employed by licensees or their agents.

To ask the Scottish Executive how many licensees who have been charged by the police for alleged breaches of licensing laws have had their cases marked as no proceedings by the procurators fiscal in each year since 2007.
Answer
Information about the capacity in which an accused is prosecuted is not available and it is therefore not possible to identify the number of licence holders who have been reported to procurators fiscal.
In 2007-08, 1,858 charges under the Licensing (Scotland) Act 1976 were reported to procurators fiscal and no action was taken in respect of 312 of those charges.
In 2008-09, 1,924 charges were reported and no action was taken in respect of 317.
Procurators fiscal will take no action for a variety of reasons, including insufficient admissible evidence, mitigating circumstances and lack of jurisdiction or where it would be disproportionate, in the public interest, to take action. Full details of the considerations taken into account by prosecutors when considering whether to take action are available in the COPFS Prosecution Code which is available on the COPFS website, www.copfs.gov.uk.

To ask the Scottish Executive whether active and inactive dental patient registration figures will be recorded separately under the continuous registration scheme.
Answer
Continuous registration was part of the Dental Action Plan agreed by the previous administration.
We are currently working with Information Services Division of NHS National Services Scotland on the detail of patient participation information.
