International Day Against Nuclear Tests

That the Parliament recognises the International Day Against Nuclear Tests, which takes place on 29 August each year; notes that this day marks the closing of the Semipalatansk nuclear test site in Kazakhstan in 1991; understands that this test site was the largest in the Soviet Union, with more than 450 nuclear weapon devices tested; believes that, as a result of nuclear testing in Kazakhstan, over 2.5 million people have been born and diagnosed with consequent genetic damage; recognises the work of the artist, Karipbek Kuyukov, who, exposed in utero, was born without arms, and as Ambassador of the ATOM project has raised awareness of the humanitarian impact of nuclear tests; acknowledges that the Comprehensive Test Ban Treaty (CTBT) has 189 signatures and 168 ratifying states, and highlights the call of the UN Secretary General for all states to sign and ratify this treaty on the basis that it is "essential to advancing nuclear disarmament" and will allow this treaty to finally come into force.
