Calling for an End to Nuclear Testing Brinkmanship

That the Parliament condemns, in the strongest possible terms, the reported testing of new nuclear weapons by the Russian Federation and expresses its deep regret at the announcement by the United States' Government that it intends to resume nuclear weapons testing in response; believes that any return to nuclear testing undermines decades of international arms control efforts, including the Comprehensive Nuclear-Test-Ban Treaty (CTBT); notes with grave concern the heightened risks of nuclear escalation and miscalculation in the current global security environment; reaffirms Scotland’s long-standing opposition to nuclear weapons and its commitment to working for a world free from the threat of nuclear war, and calls on all nuclear-armed states to step back from the path of brinkmanship, renew their commitment to disarmament under the Non-Proliferation Treaty, and pursue meaningful dialogue and confidence-building measures to prevent a new nuclear arms race.
