Congratulating Libby Anderson on Receiving the Lord Houghton Award 2023 for Services to Animal Welfare

That the Parliament congratulates Libby Anderson on receiving the Lord Houghton Award 2023 for services to animal welfare; understands that the Lord Houghton Award commemorates Lord Houghton of Sowerby, who lived from 1898 to 1996 and was a strong champion of animal welfare; notes that Libby worked for the Scottish SPCA from 1994 to 2004 and, after that, as a consultant for animal protection groups and Scottish local authorities; further notes that, from 2015 to 2020, Libby was the OneKind policy adviser, and was previously its policy director from 2006 to 2015; understands that she was involved in founding the Cross Party Group on Animal Welfare in the Scottish Parliament and acted as its secretary for several years, and that she is currently the secretary of the Wild Animal Welfare Committee, a member of the Scottish steering group of the UK Centre for Animal Law (ALAW), and a member of the Scottish Animal Welfare Commission; reflects that Libby has engaged with fellow stakeholders, officials and decision makers on legislation such as the Animal Health and Welfare (Scotland) Act 2006, Marine (Scotland) Act 2010, Wildlife and Natural Environment (Scotland) Act 2011 and Wild Animals in Travelling Circuses (Scotland) Act 2018, and believes that Libby has had a hugely positive influence in making lives better for animals in Scotland, and that she richly deserves the esteemed Lord Houghton Award in recognition of her immense contribution to animal welfare.
