Supporting Colleges, Calling for Funding and a Sustainable Future for Further Education

That the Parliament notes with concern the reported growing number of colleges, across Scotland, that are proposing what it sees as drastic cuts to learning provision and job losses, through voluntary severance and increasingly compulsory redundancies; believes that these cuts will severely damage the communities that colleges serve, many of which are those that need quality education and training the most, particularly people from working class backgrounds and people impacted by poverty and inequality; considers that all redundancies, whether voluntary or compulsory, reduce provision and involve the exit of experienced staff and less capacity to deliver education and training at a time when, it believes, it is desperately needed; believes that compulsory redundancies within the public sector are simply unacceptable and would not be tolerated in any other part of the public sector; understands that the Scottish Government has a long-held policy of no redundancies in the central government part of the public sector that most further education colleges belong to; notes that, on 14 April 2023, members of the Educational Institute of Scotland-Further Education Lecturers Association (EIS-FELA), who are lecturers across Scotland's 26 further education colleges, voted to take action short of strike (ASOS) and strike action in pursuit of a fair pay settlement; understands that this strike action is now underway; believes that college lecturers face challenges such as increased workloads, low pay and cuts to their overall funding; commends those college students who are standing in solidarity with their lecturers, and calls on the Scottish Government to express its opposition to compulsory redundancies and to immediately implement an emergency funding package for the further education sector, in order to maintain the education and training capacity of colleges by protecting staff and provision, and to work collaboratively with trade unions to ensure what it sees as a sustainable future for further education.
