Supporting Consumers Who Use Prepayment Meters

That the Parliament notes with concern reports that the number of warrants approved that allow energy suppliers to access homes to forcibly install prepayment meters is estimated to have trebled since 2020; recognises what it sees as the issues associated with prepayment meters, such as self-disconnection and remote installation without customer consent; welcomes the announcement that Ofgem will conduct a review into how it regulates prepayment meters in response to these issues; acknowledges the calls from poverty campaigners, including the Poverty Alliance and Energy Action Scotland, for the Scottish Government to introduce a moratorium on warrants being issued, pending a review into the conditions surrounding the approval of warrants, and notes the belief that the Scottish Government should take additional measures to support consumers with energy costs during the current cost of living crisis, including through the creation of a public energy company.
