Freepost Election Communications for Local Government Candidates

  • Submitted by: Neil Bibby, West Scotland, Scottish Labour.
  • Date lodged: Tuesday, 08 March 2022
  • Motion reference: S6M-03461

That the Parliament understands that candidates for elections to the UK Parliament and the Scottish Parliament are entitled to one freepost election communication to each elector, as part of a long-established public service provided by Royal Mail; recognises what it sees as the importance of a freepost service available to all candidates to ensure that electors are informed about the political priorities and perspectives of each candidate; believes that public health guidance restricted how political parties and campaigners could communicate with the electorate in the Scottish Parliament elections in May 2021; further believes that political campaigning for the May 2022 Scottish local government elections across the country and in West Scotland may be affected again by public health guidance and voluntary measures taken by political parties and campaigners; considers that candidates for local elections should be entitled to freepost election communication on the same basis as candidates to the Scottish Parliament and the UK Parliament to ensure parity; regrets, that it will not, it understands, be possible to arrange a freepost scheme for local candidates in time for the May 2022 local government elections, and requests that a freepost scheme for local government election candidates be made available in future.
