As an amendment to motion S5M-05733 in the name of John Swinney (Safe, Secure and Prosperous: Achieving a Cyber-resilient Scotland), insert at end "; notes that cyber-crimes are often underreported and that more data is needed for a fuller understanding of the scale of such crimes; welcomes that both the UK and Scottish governments have published cyber-security strategies; notes that a number of government, security and enforcement agencies are involved in tackling cyber-threats, and believes that both governments should communicate closely to implement these strategies and to minimise the risk of attack."
