To ask the Scottish Government which subsidiaries of primary contractors to its Energy Assistance Package have won tenders from their parent companies.

As explained in the answer to S4W-15567 on 24 June 2013, the approved primary contractors for the Energy Assistance Scheme are:

the Energy Saving Trust, as package administrator,

Scottish Gas, as managing agent, and

Bierce Technical Services Ltd, to provide inspection and ad hoc audit services.

Please note that the information provided in this answer is current as of June 2013 but is subject to change.

The Energy Saving Trust has five Energy Saving Scotland Advice Centres and has contracted the following four companies to run them:

Changeworks Resources for Life: South East Scotland, Highlands and Islands

To ask the Scottish Government who the approved primary contractors are for its Energy Assistance Package.

Stage 4 of the Energy Assistance Package ended on 31 March 2013. It has been replaced by the new Home Energy Efficiency Programmes for Scotland: Energy Assistance Scheme.

For the new Energy Assistance Scheme, the approved primary contractors are:

To ask the Scottish Government how it defines a town centre in relation to its policy on town centre regeneration.

The Scottish Government does not define a “town centre” in relation to its policy on town centre regeneration.

Under Scottish Planning Policy, local authorities are expected to identify a network of city, town and district centres through their development plans. Scottish Planning Policy (consolidated in 2010) sets out a range of attributes for town centres. Scottish Planning Policy is currently under review and the draft SPP, published for consultation from 30 April to 23 July 2013 proposes retaining this set of attributes for town centres.

To ask the Scottish Government what funding it provides to support (a) the development of and (b) widening access to tennis training.

sportscotland has invested £362,100 into Tennis Scotland for their financial year ending 30 September 2013 through their Scottish Governing Body annual investment process. This investment supports all aspects of the sport and the delivery of Tennis Scotland’s strategic plan “Tennis Scotland: Increasing Participation and Rallying the Next Generation of Winners 2012-2016”.

In financial year 2012-13, sportscotland awarded £293,269 to eight tennis specific facilities projects. Since 2004-05, sportscotland have awarded a total of £2,166,527 to tennis facilities projects. In February 2013, a further £117,900 was awarded to facilities projects with a significant tennis specific element through the first round of the Legacy 2014 Active Places fund. The development of and access to tennis will also have benefited through a significant number of multi-use sports facility awards, such as leisure centres and multi-use games areas.

sportscotland supports the development of and access to tennis through a range of other programmes, that do not necessarily include direct financial support. This includes programmes such as Active Places and Community Sport Hubs.
