To ask the Scottish Government, further to the answer to question S4O-02044 by Roseanna Cunningham on 25 April 2013, how many of the convictions were for (a) violent and (b) non-violent offences.

A conviction for “offensive behaviour at regulated football matches”, under section 1 of the Offensive Behaviour at Football and Threatening Communications (Scotland) Act 2012, may be for threatening behaviour as well as hateful or other offensive behaviour which may incite public disorder. A conviction may therefore include violent behaviour but if violent behaviour was involved then a person may be charged with other offences.

The information provided in response to S4O-02044 on convictions under the Act is derived from the Crown Office and Procurator Fiscal Service’s live operational case management system, which is specifically designed to receive criminal reports from the police and other specialist reporting agencies and to manage these cases for prosecution purposes. The information held on the system is structured for these operational needs, rather than for statistical reporting or research purposes, and it is not possible from the case management system to provide the information requested as convictions are not split up or recorded in such a way.

The Government will publish this month the first annual statistics and analysis of offences committed under the Act from its coming into force until 31 March 2013.

To ask the Scottish Government how many (a) domestic cleaning staff and (b) outside cleaning contractors have been employed by NHS Lanarkshire in each year since 2007.

Information on how many (a) domestic cleaning staff and (b) outside cleaning contractors have been employed by NHS Lanarkshire in each year since 2007 is not held centrally.

However, information showing the headcount and whole time equivalent of domestic staff, including domestic cleaning staff, directly employed by NHS boards at 30 September is collected. Data for the years 2007 to 2012 are presented in the following table.

To ask the Scottish Government how it can establish a national process for defining and measuring outcomes for young people.

The National Performance Framework (NPF) and the Single Outcome Agreements (SOAs) are the two processes where outcomes for young people are defined and measured.

The Scottish Government has defined, under The National Performance Framework http://www.scotland.gov.uk/About/Performance/purposestratobjs, a set of the high level outcomes for children and young people:

National Outcome 4 – Our Young People are successful learners, confident individuals, effective contributors and responsible citizens

National Outcome 5 – Our Children have the best start in life and are ready to succeed

National Outcome 8 – We have improved the life chances for children, young people and families at risk

Beneath each of these outcomes are a set of national Indicators which are used to measure progress towards outcomes. These are reported annually at the following website: http://www.scotland.gov.uk/About/Performance/scotPerforms

The Scottish Government, in conjunction with its children and young people stakeholders, has developed a menu of local outcome indicators which enable local measurement of these national outcomes for reporting and management purposes. Community Partnership Partnerships (CPP) use their annual SOA reports to report on progress towards national outcomes using a list of relevant indicators selected from the menu, together with any additional evidence.

The Children and Young People (Scotland) Bill proposes duties on service providers in each CPP to report jointly on outcomes. We will be developing guidance for service providers on reporting on outcomes which will complement NPF outcomes and SOA process.
