Services for adults with cerebral palsy fall within core local authority social work service functions generally supported by the Scottish Government. Access to services is based on an individual assessment of need.

Personalised and integrated services for adults with cerebral palsy will be strengthened further with implementation of the Social Care (Self-directed Support) (Scotland) Act 2013 and the Public Bodies (Joint Working) (Scotland) Bill 2013.

While policies, frameworks and resources are provided by the Scottish Government, individual NHS boards are responsible for planning and funding services in their area and for securing the staff to deliver them. It is for NHS boards to determine their workforce requirements, including training, based on the clinical needs and service developments in their area. This includes cerebral palsy services.

We are currently funding the National Neurological Advisory Group (NNAG) to support their work in raising the profile of all neurological conditions within the NHS, the third sector and public awareness.

The NNAGs aim is to drive forward the neurological standards. The standards aim to improve the patient journey from the point of referral into the service and ensure that every patient with a disorder of the nervous system experiences a quality of care that gives confidence to the patient, clinician and carer.

We have also funded the Neurological Alliance of Scotland’s ‘Voices’ programme which enables people with neurological conditions to influence and shape the re-design of neurological services.

The Scottish Government has supported the Bobath Centre, a cerebral palsy charity through funding in 2013-14.

The Scottish Government funds three small grants programmes to support work to tackle sectarianism. These are run through Sense over Sectarianism; Youth Scotland and the Voluntary Action Fund and activity between the organisations, is coordinated to ensure maximum coverage of Scotland.

Sense over Sectarianism have been operating a small grant scheme to support work to tackle sectarianism in the Glasgow and travel to work area since 2001. In 2012-13 they supported 15 projects and in 2013-14 they are currently supporting 11 projects. Youth Scotland’s tackling sectarianism small grants scheme, which supports work with youth groups, including the uniformed organisations, began in 2012. In 2012-13 they supported 18 projects and in 2013-14 they are currently supporting five projects. Finally, the Voluntary Action Fund are responsible for the tackling sectarianism small grants programme aimed at everyone who falls outwith the scope of the Sense over Sectarianism and Youth Scotland programmes, which was established earlier this year. This programme is currently supporting three projects.

Support for all three small grant schemes forms part of our commitment to invest £9 million over three years to build our understanding of, and deliver work to tackle, sectarianism. The detailed breakdown requested for currently funded projects is set out in the following table.

Capital spending projects costing at least £2 million have been carried out by NHS Lanarkshire in each of the last three years as follows:

Note that these totals are slightly lower than the annual totals published by AiB. This is due to some records containing incomplete data which means the constituency could not be matched. However less than 1 per cent of the bankruptcies awarded each year fall into this category.

The Scottish Government is committed to delivering a consistent person-centred approach to supporting all people with disabilities who want to work, including graduates.

We are working with partners, including local authorities, representative bodies for disabled people and the Scottish Union for Supported Employment to encourage the adoption of a supported employment model in all local authorities.

In addition, we are funding the pilot of a supported employment qualification in Stow and Motherwell colleges. This qualification should help to raise standards and ensure consistency.

In February, I announced that we would earmark a proportion of Community Jobs Scotland opportunities for young people with a disability or long term health condition
