To ask the Scottish Government what annual rent Consort has paid to NHS Lothian for the use of the Little France site in each year of the PFI contract for the Royal Infirmary of Edinburgh.
Answer
There is no rent contribution necessary from Consort or its service providers, as the board agreed a land lease with Consort prior to the project becoming operational. The terms of this lease are set out in schedules 1-3 of the project agreement, which is publicly available on NHS Lothian’s website at:

The lease is for 130 years. In accordance with standard PFI practice at the time, an annual rent of £1 has been paid by Consort under its lease. The hospital is sub-let back to NHS Lothian for its use also at an annual rent of £1.

To ask the Scottish Government what information it has on the deduction that can be applied to the (a) facilities services, (b) facilities maintenance and (c) ancillary services element paid to Consort for the maintenance of the Royal Infirmary of Edinburgh during the years of the PFI contract.
Answer
Deductions that can be applied to payments are dependent on the applicable service score for any particular month. Details are as per schedule 14 of the project agreement for the performance banding, schedule 17 for ancillary services, and supplemental agreement 1 for the maintenance of the facilities services elements. In order to apply a penalty there has to have been a failure of service. Services are measured using key performance indicators. These are set out in schedule 8 of the project agreement.
