To ask the Scottish Government what it is doing to address the reported reduction in the percentage of houses that passed the healthy, safe and secure section of the Scottish Housing Quality Standard in 2014.
Answer
The Scottish House Condition Survey does not record any reduction in the proportion of social sector dwelling that passed the healthy, safe and secure section of the Scottish Housing Quality Standard (SHQS) in 2014. The proportion of dwellings in the social sector which failed this criterion was 13% in 2013 and 14% in 2014. The difference between these two figures is within the margin of error.
The Scottish Housing Regulator is responsible for monitoring the performance of social landlords against SHQS, and reported that at April 2015 only 1.19% of social housing was non-compliant with the SHQS. These figures for compliance include social housing that is exempt or in abeyance from part of the standard, for example where the work is not technically possible or where the necessary consent of owners cannot be obtained.
The regulator considers fails as part of its annual risk assessment and where necessary engages with landlords to confirm that plans are in place to ensure stock meets SHQS.

To ask the Scottish Government how many foodbanks it has funded in each year since 2007-08, broken down by local authority area.
Answer
The Scottish Government has provided £1 million of funding over 2014-16 to help combat food poverty in Scotland. This funding supports 26 emergency food aid projects in 17 local authority areas to respond to the immediate demands for emergency food aid and help address the underlying causes of food poverty. Most, but not all of these projects are led by food banks, and are set out in the following table.

To ask the Scottish Government whether it will provide details of the nature of reductions in funding for each of the NHS special boards in its 2015-16 budget.
Answer
NHS Special Health Boards received differential funding dependent upon their relationship with directly patient facing services.
In terms of efficiency savings, four of the special health boards generated efficiency savings which were returned to the Scottish Government and reinvested in patient facing services in the other health boards. The other special boards retained their efficiency savings for local reinvestment. Savings are agreed with boards as part of their annual financial planning process.
The following table shows the uplifts(reductions) for Special NHS Boards in 2015-16. Draft Budget figures are also provided for 2016-17.

To ask the Scottish Government what (a) organisations and (b) stakeholders it met when developing the Mental Health Strategy for Scotland 2012-2015 and on what dates.
Answer
The Scottish Government consulted on the strategy from 5 September 2011 to 31 January 2012 and the 344 publishable responses are available online: http://www.gov.scot/Publications/2014/05/4073. We also held a consultation event on 7 December 2011 in Edinburgh at which around 150 delegates attended representing a range of interests including statutory and non-statutory organisations.
