To ask the Scottish Executive what progress has been made on transferring powers from Scottish Enterprise to local authorities.
Answer
The transfer of activity, ratherthan formal powers, is currently subject to on-going discussion between ScottishEnterprise, COSLA and local authorities. Good progress is being made and this processwill be completed as soon as possible.

To ask the Scottish Executive what consultation it has undertaken on the transferring of powers from Scottish Enterprise to local authorities.
Answer
No formal consultation processwas conducted in formulating the enterprise networks reform proposals, which includesthe transfer of Scottish Enterprise’s local regeneration functions and responsibilityof Business Gateway contracts to local authorities. However, both the Cabinet Secretaryfor Finance and Sustainable Development and I, as well as officials, engaged in a significant period of discussion with stakeholdersrepresenting a wide range of interests from across the business community, localauthorities, COSLA, trade unions, the enterprise networks and LEC Board membersthemselves.

Answer
The budget for TransportStrategy and Innovation line provides running cost support for regional transportpartnerships, the Mobility and Access Committee for Scotland (MACS), Passengers’View Scotland and support for innovative transport solutions.The budget for the next three years is £9.7 million, £8.6 million and £7.1 million.
The capital fundingfor some RTPs has been transferred to local government.

To ask the Scottish Executive when the Scottish Government will publish its road safety strategy.
Answer
In raising Scotland’s voice in Europe, it isimportant that the Government engages regularly with the EU institutions. Officialsdo this daily but as Minister for Europe I am alsobuilding strong constructive relations with the key EU Institutions.
I have alreadyhad the pleasure of meeting EU Commissioner for Education, Jan Figel, when hevisited Edinburgh in July as well as enjoying meetings withthe Commission during my visit to Brussels in July.
I have met with allseven of our Scottish MEPs since taking up this post and I am intending to paya visit to the European Parliament next year to meet with other influentialMEPs.
As for ourfriends in the other member states I have had meetings with a host of ministers,ambassadors and consul-generals where both EU and more general policy issueswere discussed.
In terms ofdiscussions on Choosing Scotland’s Future: A National Conversation, Ihaven’t as yet been directly involved in discussing this particular issue withthe EU Institutions. However the “national conversation” will play an importantrole in the European Strategy consultation that I will be undertaking nextyear. Obviously this would then be the ideal timing to discuss this with the EUInstitutions.

To ask the Scottish Executive how much funding has been allocated to Sustrans in each of the last three years, broken down by funding stream and expressed in real terms, also showing any year-on-year real term percentage changes.
Answer
Over the last threeyears, Sustrans has received funding for maintaining and extending the NationalCycle Network; supporting School Travel Coordinators based in local authorities,and promoting cycling and walking to school through initiatives that tackle theschool run. A breakdown of spend by funding streams is in the table below. Realterm figures are not available.

There has been nodecision made yet on grant allocations to Sustrans for the period 2008-11. My officialswill be discussing potential spending plans with key stakeholders, including Sustrans,and decisions will be made after that.

Answer
The Transport Strategyand Innovation Budget is a new line which was announced in the Strategic SpendingReview on 14 November 2007. It will commence in financial year 2008-09.
