To ask the Scottish Executive, in light of the vote at the 2011 Scottish Police Federation conference, where 78% of delegates voted against the creation of a single police force, whether it remains its position to reduce the number of police forces and, if so, by how many.

To ask the Scottish Executive what its position is on the comments by the chief constable of Strathclyde Police that it would be preferable to stay with eight police forces rather than move to three or four forces, as reported in The Scotsman on 25 May 2011.
Answer
We are committed to reform of the police service in Scotland to improve services and outcomes, provide greater local accountability and engagement and achieve the efficiencies necessary to sustain frontline policing for the long term. However, no decision on the future structure has been taken. We are considering the responses to our recent consultation and will outline our response to them before summer recess.

To ask the Scottish Executive when it will publish an action plan for low-carbon vehicles as referred to on page one of its 2009 Consultation on Low Carbon Vehicles.
Answer
Consultation on Low Carbon Vehicles stated on page one that ¦we are conscious there remains a significant amount of work in front of us before the completion of a strategy and supporting targets.
Work is currently ongoing to review the analysis of responses to this consultation, and this will result in the formation of strategy on low carbon vehicles in 2011.

To ask the Scottish Executive what the cost (a) is of Transport Scotland’s (TS) contract with the Performance Audit Group (PAG) and (b) was of previous contracts for work for TS currently carried out by PAG.
Answer
The estimated cost for the current Performance Audit Group contract is £20 million over the seven year contract period. This represents a £9.1 million reduction over the previous contract for 2002 to 2009, which was for £29.1 million. The cost of the initial contract from 1995 to 2002 was £8.9 million.

To ask the Scottish Executive what the duration is of Transport Scotland’s contract with the Performance Audit Group.
Answer
The duration of the current Performance Audit Group Commission contract is seven years from 1 December 2009. The previous contract was also for a period of seven years.

To ask the Scottish Executive what the latest estimated costs are for the A90 Balmedie-Tipperty dual carriageway.
Answer
The current estimated total scheme cost for the A90 Balmedie-Tipperty Scheme is £51 to £64 million excluding VAT. This estimated cost will be reviewed and updated once the statutory procedures are complete and prior to the commencement of the procurement process.

To ask the Scottish Executive what the estimated start date is for work on the A90 Balmedie-Tipperty dual carriageway.
Answer
The report of the Public Local Inquiry for the A90 Balmedie-Tipperty scheme is currently with the Scottish Ministers for decision. If the decision is to proceed, it would then be necessary to re-evaluate the remaining stages of the programme, including procurement, before issuing a definitive construction timetable.
