To ask the Scottish Executive whether it has given consideration to raising funds by using its powers to vary income tax by up to 3p in the pound and what the reasons are for its position on this matter.
Answer
We made it clear at the outset of this administration that we did not intend to use the tax-varying powers available under the Scotland Act. This was made clear to the Scottish Parliament and to the UK Government in 2007 and has remained our consistent position since. This government believes that Scotland needs the full range of economic levers, including powers relating to taxation and borrowing, to enable us to help the Scottish economy to grow.

To ask the Scottish Executive what representations it has received from Glasgow City Council regarding ending the council tax freeze and what its response has been.
Answer
I received a letter from Councillor Gordon Matheson, the Leader of Glasgow City Council, on 15 August proposing that the council tax freeze should be scrapped. In reply, I made it clear that the Scottish Government would prefer to continue with the council tax freeze, but I explained that following the Independent Budget Review report we were discussing this issue with our local authority partners and other stakeholders.

To ask the Scottish Executive what the purpose is of the visit to China of the Cabinet Secretary for Education and Lifelong Learning; what his engagements are; who he will see; who will accompany him, and what the total estimated cost is.
Answer
I am undertaking a wide range of visits and meetings in China as part of the Scottish Government''s continuing commitment to promote Scotland''s educational excellence overseas. These engagements are designed to build on the First Minister''s visit earlier this year and strengthen further our links with the world''s largest economy to the benefit of Scotland. The programme is still being finalised at this time and so conclusive details of content and cost are not yet available.

To ask the Scottish Executive what are the roles of (a) NHS Education for Scotland, (b) NHSScotland, (c) NHS National Services Scotland and (d) NHS Quality Improvement Scotland and whether it considers that the work of these bodies could be undertaken by the Scottish Executive Health Directorate or directly by NHS boards, and if not, for what reason

The eight Special NHS Boards support the Territorial NHS Boards. The role and rationale for their existence is outlined in the report of the Collective Assessment of NHSScotland Special Health Boards published by the Scottish Government in August 2010. Copies of the report have been placed in the Scottish Parliament Information Centre (Bib. number 51703).

NHS workforce data is published by National Services Scotland, Information Services Division (ISD) Scotland annually, as at 30 September. The number of staff in post for NHS National Waiting Times Centre at 30 September 2009 was 1,393 head count (1,273.5 whole-time equivalent). Further information is available at:
