To ask the Scottish Executive how many discharges there have been with alcoholic cardiomyopathy in each of the last five years, broken down by NHS board and deprivation quintile.

Figures on discharges from general acute hospitals with a diagnosis of alcoholic cardiomyopathy during 2000-01 to 2004-05 is shown in table 1.

To ask the Scottish Executive, in light of the Kerr report’s conclusion that “Information and communications technology will give us the tools to fundamentally reshape how health care is delivered”, what targets have to be met by the national information management and technology strategy in healthcare.
Answer
A single electronic health record system accessible by patients and health care professionals will be procured over the period 2006-07 and rolled out across Scotland over the period 2007-10. The system will contain facilities for archiving and transmitting digital images such as x-rays and scans, electronic prescribing in hospitals, online diagnostic test ordering and clinical decision support.
By June 2006:
A single national electronic “emergency care summary” will be available across Scotland available to out of hours doctors and NHS 24 in the first instance and thereafter to other health care professionals with the need to know.
A growing number of out-patient referrals will be sent electronically, currently 60% and expected to rise to 90%.
Use of the CHI number will be universal.
Modern information support systems will also be in place in all accident and emergency departments to support our objectives for improvements to patient care in accident and emergency departments.

A delivery date has not beenarranged yet. The Department of Health, on behalf of the UK Health Departments istendering on the procurement of vaccine against H5N1. The Scottish Executive ispurchasing 270,000 doses of vaccine as part of this process.

To ask the Scottish Executive, further to the answer to question S2O-5169 by Rhona Brankin on 3 February 2005, whether the Breast and Cervical Screening National Advisory Group has now made its recommendations to the Executive on two-view mammography and, if so, when these recommendations will be made public.
Answer
Following their meeting on 3 October 2005, theBreast and Cervical Screening National Advisory Group recommended that the Executive consider a change in policy to introduce two views at every round of the Scottish Breast Screening Programme (SBSP). A webpage to host papers fromthe Advisory Group is currently under construction and will be sited at
www.scotland.gov.uk. The minutes fromthe October meeting have not yet been finalised but will appear on this site indue course.Before any changes in policyto the SBSP are introduced we must ensure there will be no detrimental impacton existing cancer screening and follow-up services. We will be consulting withregional cancer networks and board chief executives. I expect a full businesscase for my consideration in early 2006.

Answer
The table represents the GP out-of-hours (OoH) payment rate per hour by NHS board, as at July 2005. The rates have been negotiated by NHS boards to cover out of hours service following opt out by GPs under new GMS contract from 1 April 2004.

To ask the Scottish Executive what the uptake rate of the influenza vaccination has been in people over 65 in each of the last five years, broken down by NHS board area and expressed as a percentage of the over-65 population in each board area.
Answer
The information requested is given in the table Flu Vaccination Uptake for the period 2000-05. A copy of the table has been placed in the Scottish Parliament Information Centre (Bib. number 37783).
In order to increase the uptake of the annual flu vaccination in those aged 65 and over, their carers and those in “at risk” group under 65, the Scottish Executive undertakes a number of measures including a national publicity campaign which includes a dedicated website at www.infoscotland.com/flu and patient leaflets, organising the central information letter sent to all those aged 65 and over and specific guidance for health professionals.
