To ask the Scottish Executive what the economic and social impact will be on the West of Scotland parliamentary region of a £30 million reduction in spending at the Faslane naval base.
Answer
HM Naval Base Clyde(Faslane) has launched a project which aims to reduce annual expenditure by £30million by the end of 2011-12. Theproject is planned to report later in the year and no decisions have yet beentaken, with implementation of any proposals unlikely before April 2008. It istherefore not possible to estimate the potential economic and social impacts atthis time, as the specific nature of the spending reductions are unknown.
The project is fullycoherent with the Naval Base Review, which is currently looking atinfrastructure requirements for the Royal Navy.

To ask the Scottish Executive which organisation is responsible for monitoring, supervising and regulating pilotage in Clyde ports.
Answer
Clydeport is the competent harbourauthority for approximately 450 square miles of the River Clyde, its estuary andsea lochs. It is responsible for regulating arrangements for pilotage in its operationalarea, and also for authorising pilots to conduct pilotage. Part of this duty involveskeeping the need for pilotage and the service provided under review.

To ask the Scottish Executive whether pilots on the River Clyde can be transferred as part of any sale or acquisition of Clydeport and, if so, what steps the Executive would be able to take in respect of this issue in the event of ownership of the ports by a foreign buyer.

To ask the Scottish Executive, further to the answers to questions S2W-10320 and S2W-23761 by Peter Peacock on 17 September 2004 and 16 March 2006 respectively, whether it plans to record the literacy rate of people aged over 16 and what the reasons are for its position on this matter.
Answer
Previous research wascarried out in 1996 through the International Adult Literacy Survey. Since thelaunch of Scotland’s Strategy’s for literacy and numeracy of 2001 over137,000 adults have been helped to improve their low levels of literacy andnumeracy. The Enterprise, Transport and Lifelong Learning Department isconsidering commissioning research into how best to determine the current levelof adult literacy rates.

To ask the Scottish Executive which projects received funding from EventScotland and how much each received from (a) EventScotland, (b) other public sector agencies and (c) the private sector in each of the last three financial years.
Answer
EventScotland has provided informationon awards they have made to events and also by partners. This information hasbeen placed in the Scottish Parliament Information Centre (Bib. number 41886).
Private sector support,however, is often provided on a value-in-kind basis or the levels ofsponsorship are not made available to EventScotland. Therefore EventScotland donot hold figures which express a comprehensive value of support from thissector.

Answer
Private sector sponsorshipfor events supported by EventScotland has provided welcome support to manyevents in the past three years. However, this support is often provided on avalue-in-kind basis or the level of sponsorship is not made available toEventScotland. Therefore EventScotland do not hold figures which express acomprehensive value of private sector support.
