To ask the Scottish Executive what the arrangements are for career development and succession planning at senior levels in the Scottish Prison Service.

I have asked Mike Ewart, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:
Career development and succession planning are managed primarily through the SPS Senior Assignment Panel which allocates managers in respect of vacancies, identified development needs and opportunities, and the individuals'' expressed preferences.

I have asked Mike Ewart, Chief Executive of the Scottish Prison Service to respond. His response is as follows:
Current information is that the following will be subject to review as indicated:
HM Inspectorate of Prisons - One (from October 2006) will end in December 2008 and the more recent appointment (from October 2007) will be subject to review six months before the end date (in April 2009) with a possibility of a one year extension.
International Corrections and Prisons Association “ to be reviewed July 2008.
Scottish Crime and Drug Enforcement Agency “ to be reviewed September 2008
The WISE Group secondees will be reviewed in March 2008
The SACRO secondment is expected to end as planned in March 2009.

To ask the Scottish Executive whether it is aware of the new build/replacement schools programme proposed by North Lanarkshire Council.

I would applaud North LanarkshireCouncil’s commitment to, and plans for, capital investment in a further major roundof school replacement and refurbishment. Thesystem we currently operate does not facilitate the provision of accurate datafor previous years as we operate on a one year timeframe and these are not datawe have historically assembled and reported upon. As part of the HR ChangeProgramme the SPCB will be considering the level of historical data anynew HR IT system should provide.

To ask the Scottish Executive whether it has made any revisions to the financial penalties for breach of performance thresholds in the contract for prisoner escort duties with Reliance.

I have asked Mike Ewart, Chief Executive of the Scottish Prison Service to respond. His response is as follows:
The term “financial penalties”is not used in the contract. Service credits are applied where performance failureoccurs. The minimum threshold standard is effectively the cap or the maximum numberof failures that will be taken in to account in any given month for the calculationof the service credit.
There has been no revisions tothe contract in relation to either service credits or the minimum threshold standards.
