To ask the Scottish Government what the procedures are for informing patients about the closure of their GP surgery.
Answer
Patient registration arrangements are local contractual matters between NHS boards and GP Practices. Where a GP Practice is closing, it is the statutory duty of NHS boards to communicate with patients about this.
In practice, this role will usually be carried out by the Practitioner Services Division within NHS National Services Scotland, acting on the boards’ behalf.

To ask the Scottish Government what provisions are in place in local communities to provide support for vulnerable patients who find it difficult to access their GP surgery.
Answer
Under the legal framework for service provision, NHS boards are responsible for ensuring the provision of primary medical services for their areas. In discharging these statutory obligations health boards are required to ensure that care provided to vulnerable people by GPs is consistent with their contractual requirements and the General Medical Council’s Good medical practice.
Under the quality and outcomes framework or enhanced services elements of the GP contract, boards may also have specific pathways identified detailing care of the vulnerable, and these would be monitored as part of the contract review process.

To ask the Scottish Government who is responsible for informing patients about the closure of their local GP surgery.
Answer
Patient registration arrangements are local contractual matters between NHS boards and GP practices. Where a GP practice is closing, it is the statutory duty of NHS boards to communicate with patients about this.
Normally, acting on the health boards’ behalf, the practitioner services division within NHS National Services Scotland, will provide whatever assistance is needed in finding a patient a new GP practice.

To ask the Scottish Government when ministers last met the Chancellor of the Exchequer and what issues were discussed.
Answer
Scottish Ministers regularly meet with ministers from the UK Treasury to promote the steps we are taking with our limited powers to deliver a more prosperous and fairer Scotland.
Most recently, in November 2013, I met the Chief Secretary to the Treasury in Cardiff at the Finance Minister’s Quadrilateral, where we discussed the devolved administrations’ collective concerns over the UK Government’s damaging welfare reforms and the need for greater capital investment to underpin the economic recovery.
