The following table shows the number of victims of racist incidents recorded by the police in Grampian in 2009-10, broken down by ethnic origin. Data for 2010-11 is scheduled for publication in March 2012.

While the information requested is not held by the Scottish Government, all local authorities are encouraged to record instances of fly-tipping using the web-based, UK wide, Flycapture database. The aim of Flycapture is to help local authorities and Government tackle fly-tipping more effectively.

The use of Flycapture in Scotland is overseen by the Zero Waste Scotland funded, Scottish Fly-tipping Forum.

The Scottish Government would encourage all local authorities to use the Flycapture database. It is a valuable strategic tool to help authorities improve intelligence on
fly-tipping and focus resources more effectively on fly-tip hot spots.

The number of instances of fly-tipping recorded by local authorities using the Flycapture database in 2009-10 and 2010-11 is shown in the following table.

The Scottish Government introduced new account codes for consultancy spending in 2009-10 and comparable figures prior to that year are not available. Core Scottish Government spending recorded on the accountancy system in accordance with internal procedures was £14,048,084 in 2009-10 and £5,240,237 in 2010-11.

There were 123, 129 and 119 persons convicted for the offence of dangerous driving in the Grampian Police force area in each of the last three years for which data is available financial years 2007-08 to 2009-10 respectively.

The Scottish Prison Service discontinued the practice of random Mandatory Drug Testing in 2005.

Drug testing in prison is now carried out extensively in a non-random way to support clinical prescribing, ensure effective risk management and prisoner progression, and to identify prevalence of drug use.

Addiction Prevalence Testing results are published annually by Information Statistics Division within Drug Misuse Statistics Scotland bulletins, and can be accessed at this page http://www.drugmisuse.isdscotland.org/publications/abstracts/ISDbull.htm.

The sheet CSOs – breach by outcome shows, for years 2004-05 to 2009-10, the number of breach applications of community service orders which resulted in a revocation of the order.

Table 20 shows that 29,811 individuals were given a fiscal fine in 2008-09, and 25.6% of these individuals were given a further non-court disposal within one year. This figure includes all non-court disposals, not just fiscal fines. However, it does not include any subsequent court convictions that an individual may have received.

Information about court and non-court disposals are derived from two separate data sources which would require substantial work to enable them to be linked together. In future we will investigate the feasibility of integrating information on non-court disposals with the court convictions data.
