To ask the Scottish Executive which budget lines have (a) increased and (b) decreased as a result of the transfer of £200 million per annum from the resource departmental expenditure limit (DEL) to capital DEL in the draft budget for 2012-13.

The draft budget remains as set out in the Scottish Spending Review, published on 21 September. Resource DEL can be used for either capital investment or resource spend. As set out in the capital investment chapter of the spending review, we expect that around £200 million of the agreed portfolio resource spend will be spent on capital measures in each year of the spending review period. This includes a proportion of the Scottish Futures Fund, a proportion of health spend and a proportion of the enterprise bodies spend, as set out in the relevant sections of the spending review document.

To ask the Scottish Executive how much funding it allocated to Skills Development Scotland for the modern apprenticeship programme in (a) 2008-09, (b) 2009-10 and (c) 2010-11; how much has been allocated in 2011-12, and how many modern apprenticeships have been supported.

The Scottish Government allocates funding to Skills Development Scotland (SDS) on an annual basis for delivery of national training programmes, including modern apprenticeships. Modern apprenticeships funding for each year is recorded retrospectively as the total funding is dependent on the frameworks undertaken as a result of employer demand.

In 2008-09, 10,579 modern apprenticeship starts were supported.

In 2009-10, 20,216 modern apprenticeship starts were supported.

In 2010-11, 21,561 modern apprenticeship starts were supported.

In 2011-12 the Scottish Government has committed to support 25,000 modern apprenticeship starts.
