Answer
For the financial year 2011-12, the forecast outturn for the Energy Assistance Package is £46.3 million, for the Universal Home Insulation Scheme is £14.3 million and for the Boiler Scrappage Scheme is £5.2 million, subject to verification in the annual accounts. There was no expenditure on the Home Insulation Scheme as this was replaced by the Universal Home Insulation Scheme.

To ask the Scottish Executive how many attendances there have been at each accident and emergency department in NHS Grampian in each year since 2007.
Answer
The number of attendances (new and unplanned returns) from July 2007 to December 2011 for each accident and emergency (A&E) department in NHS Grampian are provided in the following table. The number of monthly attendances at each accident and emergency department across Scotland are published quarterly and can be viewed here http://www.isdscotland.org/Health-Topics/Emergency-Care/Emergency-Department-Activity/.
Prior to 1 July 2007 information for A&E attendances was collected centrally from the ISD monthly aggregate return ISD(S)1 but is only published at NHS board level at http://www.isdscotland.org/Health-Topics/Hospital-Care/.
A new data collection system was introduced from 1 July 2007 which provides information on attendances on all A&E departments. A&E departments are classified as emergency departments or minor injury units/other. Emergency departments are sites that provide a 24 hour Emergency Medicine consultant-led service. Minor Injury Units/Other are sites including minor injuries units, small hospitals and health centres in rural areas that carry out emergency department related activity and are GP or Nurse led. They may or may not be open 24 hours. The information provided in the table covers the periods: 1 July 2007 to 31 December 2007 and the full calendar years for 2008 to 2011.

To ask the Scottish Executive, further to the answer to question S4W-02910 by Alex Neil on 4 October 2011, when it will make the announcement and how much it will spend on the schemes in (a) 2013-14 and (b) 2014-15.
Answer
In my statement to the Scottish Parliament on fuel poverty on 5 October 2011, I announced that funding for Scottish Government fuel poverty and energy efficiency programmes would be £65 million in financial years 2012-13 and 2013-14, rising to £66.25 million in 2014-15.
On 3 April 2012, I announced that the Universal Home Insulation Scheme would receive investment of over £16 million for financial year 2012-13. No announcement has yet been made about allocations to the Energy Assistance Package and Boiler Scrappage Scheme.
The Scottish Fuel Poverty Forum is due to publish the interim report of its review of the Scottish Government's fuel poverty strategy shortly. I will set out further information about the Scottish Government's plans for future fuel poverty and energy efficiency programmes in my response to the forum’s findings.

Answer
No specific funding is made available for health centres in NHS Scotland. NHS boards receive an allocation to meet the healthcare needs of their resident population. It is for boards to decide how best to utilise this funding to meet national and local priorities.

To ask the Scottish Executive how many homes it expects to be built as a result of the provisional allocation of Housing Association Grant in each local authority area in 2011-12.
Answer
There was no provisional allocation of Housing Association Grant in each local authority area in 2011-12 due to the introduction of the Innovation and Investment Fund.
A total of 4,740 homes are however expected to be delivered as a result of both the 2011-12 Innovation and Investment Fund and the 2011-12 transitional Housing Association Grant programme. A breakdown of this total figure by local authority is as follows:

These figures include council as well as housing association homes but exclude approvals from other elements of the Affordable Housing Supply Programme (AHSP) - such as our Low-cost Initiative for First Time Buyers (LIFT), the Home Owners’ Support Fund, the GHA programme and the National Housing Trust (NHT). Answer
NHS Sight Tests were replaced in 2006 by NHS eye examinations. Therefore no sight tests were carried out in 2010-11, or 2011-12.

To ask the Scottish Executive how much has been allocated under the Housing Association Grant scheme and what the uptake of these have been in each of the last three years for which information is available, broken down by local authority.
Answer
Housing Association Grant (HAG) made up the largest part of the Affordable Housing Investment Programme (AHIP) and was available to registered social landlords (RSLs) to acquire land or buildings and to build, convert or improve housing for rent or low-cost home ownership.
The figures in the following table show all planned and actual expenditure from the AHIP allocated at a local authority level for the last three years for which information is available. The vast majority of this is HAG paid to RSLs. But the figures will also include some money paid to other suppliers e.g. through GRO (Grants for Rent and Ownership), Rural Home Ownership Grants (RHOGs), Special Needs Capital Grants (SNCGs) and the Rural Empty Property Grant Scheme (REPG). The breakdown by local authority for HAG expenditure only, is not readily available.
The figures used in the answer exclude the Scottish Government national programmes, such as the Open Market Shared Equity scheme, the Home Owners Support Fund and the Council House Building Programmes.
