To ask the Scottish Executive what it is doing to ensure that there is adequate provision of mental health services in (a) Aberdeen, (b) Grampian and (c) Angus.
Answer
Mental health is a priority forthe Scottish Government. Improved mental health is an important part of the higherquality of life that we want to deliver for everyone in Scotland. Therehas been steady progress in developing and improving mental health services acrossScotland, supported by the record levels of funding that we and our partner agenciesare continuing to invest in mental health care. We want this progress to continueand we have 18 published targets and commitments relating to mental health. Theseare designed to address specific needs earlier and to engage more closely than everbefore with people who use services.
Within this framework NHSboards, working with partner agencies, are responsible for assessing local serviceneeds and for providing services to meet these needs. It is therefore for NHS Grampianto ensure that appropriate services are in place in Aberdeen and the wider Grampianarea and for NHS Tayside to do so in Angus. Both NHS boards have well-developedmental health strategies that aim to deliver services that are consistent with needthroughout the areas for which they are responsible. We will continue to work closelywith the boards as they implement these strategies.

To ask the Scottish Executive what its latest cost estimates are to fund the building of the Aberdeen Western Peripheral Route and what percentage of its financing would come from (a) public, (b) private and (c) commercial sources through the Scottish Futures Trust.
Answer
We are making provision for thepreferred route of between £295 million and £395 million at outturn cost in 2012.This is based on the risks currently identified but we will continue to monitorthis in light of prevailing tender prices for roads contracts. The project willbe examined for its suitability for taking forward under the proposed Scottish FuturesTrust to ensure that it delivers value for money for the Scottish Taxpayer.

To ask the Scottish Executive what proposals it submitted to the Office of Rail Regulation in respect of the electrification of the rail line from Aberdeen to Edinburgh.
Answer
Our High Level Output Specification(HLOS), published in July 2007, outlined outputs we expect Network Rail to deliveror prepare to deliver between 2009-14. The HLOS (tier 3) provides for infrastructureenhancements such as those which would reduce journey times between Aberdeen andthe central belt. Our long-term desire is to see all Scotland’s rail network electrified.
