The figures available for the amount of test purchases undertaken by Scottish police forces are for the period December 2007 to September 2008.
The 2007 figures do not include test purchases which were part of the Fife Constabulary test purchasing pilot. This commenced in June 2006 and ran for one year in which 415 on-sale premises and 443 off-sale premises were tested.

To ask the Scottish Executive , given the financial situation of Aberdeen City Council, whether it believes that efficiency savings of 2% are achievable.
Answer
Due to problems that have built up over a long period of time, the council faces a number of challenges. Delivering services efficiently will be a key part in helping to meet those challenges. Efficiency savings release money which can be used for the benefit of local residents. Far from making it difficult for local authorities, efficiency is a means to their delivering greater service from the resources available.

To ask the Scottish Executive when an announcement will be made on funding arrangements for the Aberdeen Western Peripheral Route.
Answer
We are currently in week two of a possible 13 week public local inquiry. If the scheme is approved it is envisaged that procurement will take place through 2009. Funding arrangements will be addressed as part of the procurement process.

To ask the Scottish Executive whether it plans to increase the Bus Service Operators Grant in light of recent fares increases, in particular to First Group services in Aberdeen and Aberdeenshire.
Answer
Ultimately, the level of fares is a matter for individual bus operators who use their own commercial judgement in these matters. Scottish Government support for bus services is considerable, amounting to some £280 million per year. This substantial investment is intended to help the industry drive down costs, encourage more routes and enable more older and disabled people to use these important services. Following the budget statement by the Cabinet Secretary for Finance and Sustainable Growth on 6 February 2008 I can confirm that it is our intention that the budget for the Bus Service Operators Grant will be around £61 million in 2008-09.
