To ask the Scottish Government what the priorities are for the Rural Affairs, Food and Environment budget in 2015-16.
Answer
The First Minister made it clear when publishing the programme for government that a radical programme of land reform will be our top priority. Other priorities include implementing the new Common Agricultural Policy and Common Fisheries Policy reforms, enhancing Scotland’s environment, tackling climate change with initiatives such as encouraging woodland expansion and supporting economic growth by investing in the food and drink sector.
The full budget priorities are set out in the budget document, which was published on 9 October 2014.

To ask the Scottish Government when the next Oil and Gas Analytical Bulletin will be published and whether it will contain updated illustrative projections for Scottish North Sea tax receipts.
Answer
The Scottish Government is committed to publishing analysis on the oil and gas sector and its contribution to the Scottish economy. Officials are currently considering options to provide full and comprehensive coverage of the sector for users.

To ask the Scottish Government how much funding from the Fossil Fuel Levy has been paid into the Scottish Consolidated Fund.
Answer
A cash payment of £206 million was paid by Ofgem into the Scottish Consolidated Fund in financial year 2012-13. With the agreement of HM Treasury the Scottish Government’s capital budget for 2012-13 was increased by £103 million.

To ask the Scottish Government how all Fossil Fuel Levy monies have been spent, broken down by (a) financial year and (b) project.
Answer
The Scottish Government contributed £103 million from the Fossil Fuel Levy funds to support the creation of the Green Investment Bank and will use the remaining £103 million to promote the use of renewable energy in Scotland. This commitment was reaffirmed by the Deputy First Minister and Cabinet Secretary for Finance, Constitution and Economy at a meeting of the Economy, Energy and Tourism Committee on 12 November 2014.
The Renewable Energy Investment Fund (REIF) has been established as the main vehicle for investing and securing leverage from the Fossil Fuel Levy monies. The expenditure profile for REIF has already been extended to March 2016 to respond to the uncertainty caused by regulatory reform at a UK level and to give projects more time to come to fruition. Whilst at this time we cannot give a commitment to extend REIF further, as this would go beyond the current spending review period, we will be closely monitoring take-up.

To ask the Scottish Government what progress it has made with the Scottish business development bank.
Answer
The First Minister announced on 26 November 2014 that we will establish a business development bank. It will work with small and medium enterprises, investors and others, to support growing businesses, boosting innovation and international competitiveness. The next steps are to work with a range of stakeholders and partners as we develop the bank, finding the best structure and positioning for it. We will need to consider budgeting and accounting issues and HM Treasury requirements.

To ask the Scottish Government what working assumption it is using, in terms of value, for the block grant adjustment in 2015-16.
Answer
The Scottish Government set out in the draft budget for 2015-16 that we have assumed that the block grant in 2015-16 will be reduced by a sum that will enable us to meet the funding requirements of the budget and potentially establish the first payment into the cash reserve. The forecast receipts for the devolved taxes in 2015-16 is £558 million.

I wrote to the Chief Secretary to the Treasury on 3 October 2014 and 6 November 2014 seeking to make urgent progress with agreeing a block grant adjustment mechanism for the devolved taxes, but have not received any response from the UK Government to date.
