To ask the Scottish Government what input the Office of the Chief Economic Adviser had in the production of Outlook for Scotland's Public Finances and the Opportunities of Independence.
Answer
The Scottish Government’s Outlook for Public Finances and the Opportunities of Independence report was prepared by officials on behalf of the Scottish Government drawing on analysis previously published by the Scottish Government, the Fiscal Commission Working Group and a range of other organisations, as detailed in the report.

To ask the Scottish Government whether it considers the oil revenue scenario for 2016-17 in the table on page 3 of Outlook for Scotland's Public Finances and the Opportunities of Independence to be a cautious estimate.
Answer
The North Sea projections used on page 3 of the report ‘Outlook for Scotland’s Public Finances and the Opportunities of Independence’ are based on robust analysis and draw on external projections and assumptions. The projections use the latest industry assumptions about investment costs and production and assume that oil prices fall by 10% in real terms in the coming years. The government believes this to be a conservative estimate.

To ask the Scottish Government for what reason only one scenario for oil revenues in 2016-17 is used in the table on page 3 of Outlook for Scotland's Public Finances and the Opportunities of Independence.
Answer
The Scottish Government’s ‘Outlook for Public Finances and the Opportunities for Independence’ report uses Scenario 4 from the Oil and Gas Analytical Bulletin to produce the headline fiscal forecasts.
Scenario 4 projections use the latest industry assumptions about investment costs and production and assume that oil prices fall by 10% in real terms in the coming years.
Sensitivity analysis of the fiscal position, based on the other scenarios of North Sea oil and gas receipts, is provided in Box 3.4 on page 25 of the report.
