To ask the Scottish Executive what action it is taking to resolve the pay dispute between Scottish Water and its staff.
Answer
Staff Pay is a matter for Scottish Water and its staff representatives to resolve within the pay remit agreed between Scottish Water and the Scottish Government based on the government''s policy on public sector pay.

To ask the Scottish Executive how many fiscal fines were imposed by 30 September 2008 following the implementation of the reform of summary justice.
Answer
From 10 March 2008 to 30 September 2008 Procurators Fiscal offered 24,953 direct measures involving a fine (i.e. fiscal fines and fiscal fines combined with compensation offers).

To ask the Scottish Executive what the total value of fines imposed by procurators fiscal has been since the implementation of the reform of summary justice and how much was collected by 30 September 2008.
Answer
Between 10 March 2008 and 30 September 2008, procurators fiscal offered direct measures involving a fine (i.e. fiscal fines and fiscal fines combined with compensation offers) to the value of £2.5 million. As at 30 September 2008, £0.7 million had been collected. These direct measures are offered with the option of paying by weekly or fortnightly instalments of between £10 and £200. The value of the uncollected fines therefore includes fines which are in the process of being paid. Where payment is not made, the new enforcement powers introduced in the Criminal Proceedings etc (Reform) (Scotland) Act 2007 are being used to ensure that payment is made.

To ask the Scottish Executive how many people were charged with offences involving the carrying of knives and, of these, how many (a) pled not guilty to these offences, (b) having been charged were admitted to bail pending trial, (c) who pled guilty to the charges and whose sentences being deferred were admitted to bail, (d) who pled guilty to the charges and whose sentences being deferred were remanded in custody, (e) whose sentences being deferred following conviction were admitted to bail, (f) whose sentences being deferred following conviction were remanded in custody, and (g) were sentenced to imprisonment or detention in the 12 months to 30 June 2008 in (i) Glasgow, (ii) Edinburgh, (iii) Dundee and (iv) Aberdeen.

To ask the Scottish Executive how many prisoners within the prison estate have been issued with injection packs.
Answer
The Scottish Prison Service has never issued injection packs. However, the issue of Harm Reduction Packs was piloted in HM Prison, Aberdeen for prisoners already engaged in injecting behaviour.

To ask the Scottish Executive whether it considers it appropriate for local authorities to operate their liquor licensing systems at a profit.
Answer
The Scottish Government''s position has always been that we would expect a licensing board that had a surplus from fee income in one year to seek to provide a reduction in fees in the following years. I have made this clear on a number of occasions.

We have researched a range of information to help frame our proposals for minimum pricing. Annex J to Changing Scotland''s relationship with alcohol: a discussion paper on our strategic approach lists evidence, research and other publications relevant to the government''s proposals.
