To ask the Scottish Executive how many reports made by the police to the Reporters to the Children's Panels in (a) Glasgow, (b) Edinburgh, (c) Aberdeen and (d) Dundee are currently not actioned.
Answer
The Principal Reporter is required by the Children's (Scotland) Act 1995 to investigate each report. Action can and frequently does occur without a children's hearing being necessary. A child will be referred to a hearing only where supervision on a compulsory basis appears necessary.Information about the progress of reports is a matter for the Scottish Children's Reporter Administration. The information requested is not held centrally.

To ask the Scottish Executive how many persons under 16 years of age were the subject of proceedings on indictment in (a) 1998, (b) 1999 and (c) 2000.
Answer
The total number of persons aged under 16 who were proceeded against on indictment was 52 in 1998 and 26 in 1999. Figures for 2000 are not yet available.

To ask the Scottish Executive when it anticipates that the appeal hearing in respect of Abdelbaset Ali Mohmed Al Megrahi will commence.
Answer
At this stage in the appeal process no date has been fixed for the hearing of the appeal
.Once the trial judges report to the Appeal Court following the lodging by Mr Al Megrahi of his grounds of appeal, the case will go before a single judge of the High Court who will decide whether to grant leave to appeal. If leave to appeal is granted a date will then be fixed for the appeal hearing.

To ask the Scottish Executive whether it has a strategy to reduce the number of drug abusers who are currently reliant upon methadone.
Answer
There is a wealth of national and international research evidence to support prescribing of methadone as a substitute for illegal opiate-based drugs. The duration and dosage of methadone prescriptions are matters for individual patients and their health professionals to determine. Guidance on substitute prescribing is included in our Drug Misuse and Dependence - Guidelines on Clinical Managemen. The Executive's Effective Interventions Unit has also produced and disseminated a report Moving On, which provides information to service providers on effective ways to help recovering drug misusers into education, training and employment.

To ask the Scottish Executive how many "Campaign for a new Victoria" postcards the Minister for Health and Community Care has received to date.
Answer
As at 27 April, the Executive has received around 910 postcards from members of the public campaigning for a new Victoria Infirmary. The department continues to ask Greater Glasgow Health Board to consider these, since public consultation on the review of acute services is primarily a matter for the board.

To ask the Scottish Executive why the approved code of practice on smoking in the workplace, outlined in Smoking Kills: A White Paper on Tobacco, has not yet been introduced, given that the Health and Safety Commission endorsed the code in September 2000.
