To ask the Scottish Executive how many of the recommendations in the Crerar Review, The Report of the Independent Review of Regulation, Audit, Inspection and Complaints Handling of Public Services in Scotland, are being accepted; will be implemented, and on what dates.
Answer
The Scottish Government’s response to the Crerar Review was published in January 2008. The response deals with each of the 42 review recommendations and makes clear that 30 have been accepted in full for implementation. The response identifies a further five recommendations which have been accepted in principle, pending consideration of the practicalities in more detail. The remaining seven recommendations required further work before a view could be reached on acceptance and implementation by government.
On dates, some recommendations have already been implemented, while others require legislation, or rely on detailed work being undertaken with delivery partners and so will take longer to achieve. This government is determined to make progress as quickly as possible, but has listened to the advice given in Parliament on the need for caution and consideration on changes which could impact on vulnerable service users.

To ask the Scottish Executive what funding has been allocated to each local authority for (a) 2008-09 and (b) 2009-10.
Answer
The information requested is set out in the Scottish Government’s
Finance Circular 1-2008, which details the local government finance settlements covering the period 2008-11. A copy of this circular is available in the Scottish Parliament Information Centre (Bib. number 45732).
The allocations for 2009-10 are currently provisional and will be subject to parliamentary approval when the Local Government Finance (Scotland) Order 2009 is presented to the parliament early in 2009.

To ask the Scottish Executive what impact Delivering for Remote and Rural Healthcare: What it Means for You will have on the delivery of out-patient, day case, in-patient and rehabilitation services at the Gilbert Bain Hospital, detailing how the new arrangements will differ from those currently provided.
Answer
Delivering for Remote and Rural Healthcare will impact on all Rural General Hospitals (RGH) including Gilbert Bain Hospital by improving local access to a range of emergency, diagnostic and planned treatment services.
NHS boards are responsible for planning and delivering services to meet the healthcare needs of their resident populations. Work is on-going to implement the recommendations contained within the report and boards are expected to deliver these objectives in accordance with Chief Executives Letter 23/2008 circulated on 13 May 2008.
