To ask the Scottish Executive whether statistics on recorded crime, its detection and the rates of solved crime currently collated by the existing police forces at police board level will be continued under the proposed single police force.
Answer
The Scottish Government is currently planning for the continued provision of existing recorded crime data during the transition to the Police Service of Scotland. The Scottish Government will also consider the best provision for future data collection and reporting arrangements with the Association of Chief Police Officers in Scotland (ACPOS) and with the Police Service of Scotland, when it is established.

To ask the Scottish Executive when Marine Scotland will forward the Axis 4 funding from the European Fisheries Fund to the 13 local authorities for which the allocations have been announced.
Answer
Marine Scotland will transfer the European Fisheries Fund Axis 4 funding quarterly in arrears based on expenditure accrued, as agreed with each participating local authority. I have recently signed off on the legal vehicle for this arrangement.

To ask the Scottish Executive how investigations of the police will be carried out if there is only one police force.
Answer
Independent investigation of the police is crucial to ensure public confidence and to meet our human rights obligations. Once the Police Service of Scotland is established, the Police Investigation and Review Commissioner (PIRC) will be able to investigate offences involving police officers under the direction of the appropriate prosecutor. The PIRC will also be able to investigate serious incidents involving the police and misconduct by senior officers.

To ask the Scottish Executive what plans have been put in place to get officers to remote areas if needed in an emergency situation if plans for a single police force go ahead and whether there is a contingency plan.
Answer
This will be an operational matter for the Chief Constable. Under the terms of the Police and Fire Reform (Scotland) Bill, the Chief Constable of the Police Service of Scotland will be required to ensure adequate arrangements for policing in each local authority area.
